vertical-align: baseline; white-space: pre-wrap;\">La idea de un Instituto de Higiene ha sido una pieza fundamental en la estructura sanitaria venezolana desde sus cimientos. Ya en 1911, al promulgarse el decreto creador de la Oficina de Sanidad Nacional, figuraba como piedra angular un Instituto central. Desde ese entonces y hasta 1936, se gest\u00f3 la visi\u00f3n de un centro de alta envergadura encargado de atender a la formaci\u00f3n de los t\u00e9cnicos sanitarios, creaci\u00f3n de la Administraci\u00f3n Sanitaria Venezolana y de la estad\u00edstica vital: un motor de investigaci\u00f3n para los problemas sanitarios del pa\u00eds y, simult\u00e1neamente, un centro de ense\u00f1anza, preparaci\u00f3n de personal t\u00e9cnico y de elaboraci\u00f3n de sueros, vacunas y productos biol\u00f3gicos y qu\u00edmicos esenciales para las campa\u00f1as del Ministerio de Sanidad y Asistencia Social (MSAS).<\/span><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\"><br \/><br \/><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.3800000000000001; text-align: justify; margin-top: 6pt; margin-bottom: 0pt;\"><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">El Nacimiento Formal: Autonom\u00eda y Legado (1938)<\/span><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\"><br \/><br \/><\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.2; text-align: justify; margin-top: 6pt; margin-bottom: 0pt;\"><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Finalmente, la voluntad institucional tras esta creaci\u00f3n qued\u00f3 inscrita en la historia de nuestro pa\u00eds mediante un Decreto Ejecutivo del Presidente General Eleazar L\u00f3pez Contreras el 17 de octubre de 1938 (refrendado y publicado al d\u00eda siguiente en Gaceta Oficial N\u00b0 19.700). Este decreto otorg\u00f3 al Instituto personalidad jur\u00eddica aut\u00f3noma, dot\u00e1ndolo de patrimonio propio e instalaciones adecuadas que al efecto se construir\u00edan. Sus atribuciones iniciales reflejaban una vocaci\u00f3n integral: desde la investigaci\u00f3n de endemo-epidemias y problemas de nutrici\u00f3n, hasta la revisi\u00f3n y an\u00e1lisis de productos biol\u00f3gicos y farmac\u00e9uticos ofrecidos en venta y elaboraci\u00f3n de productos biol\u00f3gicos y qu\u00edmicos de uso veterinario y humano, garantizando as\u00ed la salud p\u00fablica del pa\u00eds.<\/span><\/p><p dir=\"ltr\" style=\"line-height: 1.3800000000000001; text-align: justify; margin-top: 6pt; margin-bottom: 0pt;\"><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: bold; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Consolidaci\u00f3n en Caracas y Honra a Rafael Rangel<\/span><\/p><p><span style=\"font-size: 9pt; font-family: Arial,sans-serif; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Si bien el Instituto Nacional de Higiene ocup\u00f3 provisionalmente el viejo local de la Direcci\u00f3n de Sanidad Nacional desde 1939, su destino se consolid\u00f3 en septiembre de 1951 cuando ocup\u00f3 las instalaciones construidas con ese fin en la Ciudad Universitaria de Caracas, donde permanece hasta el presente. A\u00f1os m\u00e1s tarde, mediante el Decreto N\u00b0 2104 del 29 de marzo de 1977, el Instituto fue designado con el nombre de \u201cRafael Rangel\u201d, un merecido homenaje a este pionero de la investigaci\u00f3n cient\u00edfica aplicada a la soluci\u00f3n de problemas sociales del pa\u00eds, e ilustre padre de la parasitolog\u00eda y el bioan\u00e1lisis en Venezuela<\/span><span style=\"font-size: 8pt;
